The Illinois Department of Human Services (DHS) provides ASA with Title XX funding to provide employment training, youth development and counseling services on site. Title XX of the Social Security Act, also known as the Social Services Block Grant, is a capped entitlement program. DHS provides more than 150 federally funded contracts to organizations, like ASA, that are non-profit or educational institutions aimed at providing self-support and self-sufficiency programming to vulnerable populations.
